Stutter / Pause when transitioning to a video

Made a timeline. I use the "video" option for some simple video graphics. When the timeline plays, the transition from a normal effect (Color Scroll for example) to a video causes the playback to pause for a moment rather than transitioning smoothly. Audio doesn't stop, and it seems like the timeline jumps forward after the stutter/load rather than creating an actual delay (I have cues synced with audio and they still track fine).

Transitioning out of a video is no problem. Just into one.

Is there anything I can do to avoid this stutter? It is very jarring.
